Do these flaring restrictions extend or effect the Ross field 17497 HESS CORPORATION RS-BRADY-157-91- 2223H-1 NWNW 22-T157N-R91W 3/17/2009? From what i understand, if it does, there is a capping of production of bopd. If so is this because of limited infrastructure to transport oil out.?
