You don't need a subscription to access the Confidential List. You also don't need a subscription to get the initial test flows of a well in terms of crude oil off of the NDIC website. You can also call the NDIC and they will give you details on a well or two but you can't ask for detailed information about a list of wells. Better to subscribe for at least part of a year for full details about all wells ever drilled (I think,I hope).
