Historically ISO-8859-5 (almost) haven't been used in email neither for
other purposes. It's useless. From the beginning russian community used
KOI8-R, now KOI8-R and UTF-8 are used vaguely 50/50.

Thanks for the update!

The menu choice itself is a little unobvious: I thought that it's a
spell-checking choice until I looked into the source. (multipurpose)

When UTF-8 is finally universal, it /will/ be only for spell-checking! In the interim, explaining exactly what it is used for is beyond the capacity of a menu item :(
