Sounds very much possible and reasonable.
A good starting point is libbalsa (private in source tree). AFAIK it is
rooted in mutt MUA.
One good application for it I bear in mind is Tracker plugin for mail.
That would add support for mail without dependence on Evolution or
Thunderbird.
Would you clarify what do you want to do with libbalsa?
BTW blasa has some commandline options you can use. What else do you
need?
