The relevant code in gtkpaned.c may be:

                                           ? "col-resize" : "row-resize");

The doc[1] shows all the available cursors, and "col-resize" and "row-resize" 
are what you'd expect. It states that:

[gdk_cursor_new_from_name] Creates a new cursor by looking up name in the 
current cursor theme.

so the fault may lie in the "current cursor theme", whatever that is! On my Fedora box, 
/usr/share/icons/Adwaita/cursors/col-resize is a symlink to 
/usr/share/icons/Adwaita/cursors/sb_h_double_arrow, which "file" declares to be an "X11 
cursor", and which is indeed a double-ended horizontal arrow. You could try looking for some file with 
col[-_]resize in its name--that's the best I can suggest!
