You're right, it's sounds strange to change the ids dict ! The purpose here is to call button_cancel on all moves not in draft. This ease the process of the bank statement cancellation. As you cannot delete moves that are not in draft, if you do not call button_cancel on every moves, then you have to open them and cancel each of them manually before being able to cancel the bank statement.
