Hi Ignacio,

it's on Pypi, like many other libraries. You can simply install it using
the method of your choice. I can't really help you with that as I am not
using Windows, but here is a thread dealing with this exact problem:

Bug description:
  Hello,

I have detect an error, that maybe can be considered a bug. The
windows installation don't have unicode, so the module
  account_banking_sepa_credit_transfer give the next error.

  openerp\addons\account_banking_sepa_credit_transfer\account_banking_sepa.py",
line 24, in <module>
  ImportError: No module named unidecode

The problem is that Windows have python integrated and I don't find
