Well it refer to having one full and then with accurate option only do 
Incremental.

Accurate allow you to have the exact snapshot of the system state at backup time
(For example on imap folder you will not have deleted message restored) etc...

I think the term was more used "once upon a time" before the fork of Bareos ;-)
