I have a few roaming clients.  They often are on home networks but are also 
often on restricted networks such as airports where we don’t want them kicking 
off any backups.  Clients are windows based.

I googled a bit but Is there a way to only start a backup if a system is on 
it’s ‘home’ network?

Most of these home networks at NAT’d and are literally people’s homes  (road 
warriors) using client initiated connections to deal with dynamic addresses 
with TLS connections to avoid snooping.
