Yep. That's a third-party repository. While it is probably the "most official" version of PostgreSQL you can acquire, its libpq seems to be unhappy, because the Bareos build you're using was buillt with this:

Name         : libpq
Version      : 13.11
Release      : 1.el9
Architecture : x86_64
Source       : libpq-13.11-1.el9.src.rpm
Repository   : rhel-9-for-x86_64-appstream-rpms

I'm not sure if there is a workaround to silence the warning or if you're possibly going to run into problems with that setup.
However, you can always build your own RPMs that link to the libpq you want.
