udev should only be doing the actual running of bcharge. When you plug
things in without udev running, does the usb_storage module load
automatically?
Perhaps there is a race condition in the loading.

Also check that the new berry_charge kernel module (I think it is in
2.6.22)... if that is loading, it may also be conflicting with bcharge.
