Have you tried running 'udevmonitor' and 'udevmonitor --env' in the background
as root, while you plugin your device?  Compare that output with the rules
and see if there is any mismatch.

Is bcharge getting run?   Perhaps replace it with a script that writes
to a log file to make sure?
