Figured out how to import my black list from mailwatch, but imported items only show up for the administrator, not the domain admin.
Values example from OUT FILE: ,2, emailcampaigns.net , lctn.org ,2 The domain admin (for domain lctn.org) shows up as id "2" in auth_user, so I expected the ending "2" would mean he could see all imported black list items for the domain.
