So if I want to create a new system wide admin I just create a user and make 
them an administrator with no domains assigned? The system wide settings such 
as spam scores are taken from the 'superuser' and not normal administrators? Is 
there anything a normal 'administrator' cannot do in the interface? So far I 
see that normal administrators have no access to the accounts menu but that is 
it.
