Yes, to get the most out of it better to clone the repo and run

make html

Then read them as html and the viewer in github does not handle links well

That is deliberately left out, because the documentation is being written for 
the release version
which will be downloaded as a tar ball from pypi

build.sh may also need some rework given that the translations have now been 
moved to
transfix.

In which case some of those steps will not be required. So for now we can leave 
that out until
prior to the actual release.

No really, it just an indication that you are able to do the installation 
without being a super user.
