Not sure if the docs specifically say to do it, but make sure you're executing:
baruwa-admin migrate djcelery
Or just add 'djcelery' to the original statement listed in the docs:
baruwa-admin syncdb --noinput
for name in $(echo "accounts messages lists reports status fixups config
djcelery"); do
baruwa-admin migrate $name;
done
