I had to do some links on my 9.1 FreeBSD to have it work:

# ln -s /usr/local/libdata/cracklib/pw_dict.pwd
/usr/local/libdata/cracklib.pwd
# ln -s /usr/local/libdata/cracklib/pw_dict.pwi
/usr/local/libdata/cracklib.pwi
# ln -s /usr/local/libdata/cracklib/pw_dict.hwm
/usr/local/libdata/cracklib.hwm
