The documented installation process does work for both Centos and Debian. The sphinx issue you have can only occur if you did not follow the instructions as sphinx is installed from a deb package and should have all the directories in place and the provided sample configuration does not have a test index but you install is giving an error on that index As for the other error, its caused because you are running the command outside the virtual environment, you need to be inside the virtual environment at all times when you are working with Baruwa as the documentation states.
