[Baruwa] Time shifting

I have a strange problem with the time shifting on scanned messages. For 
instance one batch comes through with a time of 03:22:21, the next batch 
come through with a time of 21:26:15. (The real time). The date is 
correct on the vm and  postgres is set to UTC. Production.ini is set to 
America/Chicago
