[Baruwa] Check if email address exists?

My system is excepting email to email accounts that do not exist on the 
destination server. Shouldn't enabling SMTP callout bounce such emails 
at the MTA level? Also, when I do enable settings such as that. Do I 
need to manually restart MailScanner or do these settings automatically 
apply right away?
