Its just a simple sqlite database, it may be corrupted due to the failure, you 
can repair it using
the sqlite repair methods. if you want to reinitialize it you can just delete 
it it will be recreated.

If you are not running mailscanner as root then the issue you have could be 
cause by the
fact that the mailscanner user cannot access that file, a simple change of 
ownership should
fix your issue.
