Hmm, strange...  

And after nearly an hour of debugging and source code gazing I finally
realised that another (2.8.x) BASE instance was running the import job!

I've had this problem before.  I just need to set
jobqueue.internal.enabled            = false
in the config and this type of problem will go away, right?
(Because this other BASE instance doesn't need to run jobs.)

So actually the default protocols work perfectly from the bulk import plugins.
