I could reproduce this using cadaver

dav:/webdav/> ls
Listing collection `/webdav/': collection is empty.

dav:/webdav/> mkcol üöäß
Creating `üöäß': succeeded.

dav:/webdav/> ls
Listing collection `/webdav/': succeeded.
Coll:   uoas

and using Python 2.7 (using pyfilesystem API).
