I've made some additions to the cross references and related code:

-Fixed a bug in the cross reference dialog
When editing a cross reference the first basket was always coming up,
now the selected basket is coming up.
-Added a config Ui to configure the LinkLook properties for the Cross
References.
The current defaults are the same as for a hypertext link.
-Made it possible to drag/drop cross references:
You can drag a tree item to a basket and have it create a cross
reference. You can drag an already created cross reference from a basket
into another basket. The first part should also fix the crash that was
occurring when dragging a tree item to a basket.
-Fixed it so that you can again drag and drop notes:
You can drag and drop to tree items, and have it open the basket and
move the note, or just drop the note on the tree item.
-Added a history of the baskets that the user has viewed:
The history includes baskets opened by clicking on the tree or on cross
references. It can be navigated by "Go" >> "Previous Basket" | "Next Basket"
or the left/right arrows in the tool bar, or alt+left & alt-right. I used
the existing "Go" menu items because I couldn't get them to work and it
didn't look like they were being used for anything. If this is wrong or bad
I can change it.
-Tweaked the behavior of the "Go" >> "Expand" & "Fold" options:
The buttons are only enabled when the currently selected item has
children and is folded or expanded respectively. Also changed the icons and
short cuts to use the up and down arrows.
