You don't say what version of Batik you are using, so I'll
ass-u-me 1.0, in which case I'll guess that this is the notorious
off-by-one bug in the 1.0 release. This should be fixed in current
CVS builds of Batik.
I tested your included SVG and it did not appear to have a border.
