I ran into a similar issue recently and came across this report. It seems that
there was a broken release of batik 1.9 that was changed afterwards. I had
batik-css-1.9 referencing the parent pom batik-1.9. However, batik-1.9 is not
available at http://repo1.maven.org/maven2/org/apache/xmlgraphics/. Instead, it
looks like batik-css-1.9.pom was modified, published again, and does no longer
reference the non-existing parent pom. Cleaning the local Maven repository and
building again fixed the problem.
