A number of modules refer outside of their own modules to shared resources,
specifically, the LICENSE and NOTICE resources in the parent module, which
usage is considered undesirable and produces warnings in certain environments,
e.g., Eclipse. The intent of this issue is to create a new, shared resources
module then from which these dependent resources will be unpacked and copied
into the referring modules.
