How about the SVG 'image element'? This would allow you

thanks for the idea with the image element, but
there are a few reasons why this is not a "nice" sollution.
The application uses WMF/EMF right now to store and draw the
symbols and the whole program architecture is designed
around the fact that one symbol is in one file.

While I suggested using use which would allow you to have all your symbols in one file. Image allows you to do what you want have one symbol in one file. There is one additional SVG document that says where these symbols belong, but I fail to see why this would be an issue.

Additionally if you want to manage GVT tree's yourself
you can call the 'paint' method on the GraphicsNode directly.

The idea to save the whole model in one SVG is quite
facinating, but right now not realizable due to many dependencies.

Converting every symbol in an raster image would be possible, but due
to the fact that a model can have >100 Symbols and many of them
differ only in color or size I would prefer a vector solution.

Thanks anyway! Seems that I will write something
myself.

Suit yourself but I think you are giving up way too soon, as well as greatly underestimating the amount of work involved in doing this yourself. Good luck!
