   I don't think so in the sense you mean.  There are
differences.  For biggest example being Batik is much 
stricter about namespaces than ASV is/was.  Actually
in general Batik is much stricter than ASV was in 
following the specification.

   The majority of differences fall more into the
category of bugs than implemented features.  For
example Batik doesn't track changes to gradients
correctly.   Batik's implementation of use in respect
to event handling isn't spec conforming (it
handles them but it doesn't use element instance).

   This could go on.  That said the things you
might have to change for Batik you will mostly
have to fix for other SVG implementations.
