Do I need to make the local modifications manually or is there a way to
automatically apply the patch?  Or perhaps it will be in SVN soon?

 

Personally, I think it makes more sense this way and is consistent with
other SVG viewers I have tried.

   Actually it has, it's just that it's drawing was clipped.  
Last time I checked it was unclear if SVG events should respect 
clipping or not (there are arguments on both sides).
