   The effect is caused by converting the data to linear RGB and then
back to 'gamma' sRGB.  Without the CIF attribute all filter operations
are performed in linear RGB space.  With 8bits for linear you get banding 
in the darker colors.  As to why Inkscape doesn't show this it either
skips going to linear or they perform filters with 16bit (or higher) 
precision.
