Netmeeting does not use the h.323 standard for signalling DTMF digits. Instead it sends them in-band which requires Bayonne to look at each and every data packet and decode DTMF directly from the audio stream. This is enabled through a driver option in the [oh323] configuration. It will greatly reduce the total number of concurrent sessions you can run, however.
