What do you mean by this? Just because you chuck some lisp files in
the /xemacs-packages/ directory does not make it an XEmacs Package.

No it shouldn't. BBDB versions > 2.00.06 are still "3rd party
packages"[1], so their correct default location is under:
/usr/local/lib/xemacs/site-packages/
You can, of course, install it anywhere you want.

Because BBDB 2.32 is *not* an XEmacs Package. As I said above,
there's more to making an XEmacs Package than just putting files in
/xemacs-packages/.

Assuming that the default base directory is .../site-packages/ then
the info files should go in ./site-packages/info/. And XEmacs will
find them without you having to add anything to the info path.

Yes and it will be so once I sync our (XEmacs) version with the
current BBDB.
