I don't care, unicode characters in urls are legal: 
* http://en.wikipedia.org/wiki/Internationalized_domain_name
* http://unicode.org/faq/idn.html

For better or worse, of course:
* http://en.wikipedia.org/wiki/IDN_homograph_attack

I would say that BBEdit ought to accept urls with unicode in them, following 
the unicode.org FAQ.
