That palette is gone. To be fair, they warn about this in the release notes. I've found that I just needed to make shortcuts for the 10 or so features I use that are no longer in the palettes (e.g., bold/ italic), which is sort of a theme of the v10 release. The old Anchor dialog and equivalents have been 86-ed as well (also in the release notes), and the new markup panel thingy doesn't appear to copy the selection into the href attribute value.
