You would do this by setting the document's "text encoding" property to "Western (Windows Latin 1)", and then saving. (The encoding is a property of the document; not a parameter to the save.)

However, if you're trying to convert a bunch of files, a text factory with a "Change Text Encoding" option should do the job.
