This isn't a pointer, but you might want to go and look carefully at your uplink documentation from the link provider. We have a link which is supposed to goto 50mbit/s, but if you look closely at the agreement, it only guarantees 11mbit/s and starts dropping packets above that, depending on the load upstream of us. So maybe you're hitting something like that, which means you're SOL when it comes to router changes.
