.and saw in the last section "What to do after a dos/ddos attack", #2 where
it mentions, "A controversial step is the decision of reporting or not
reporting a DoS/DDoS attack to the authorities."

 

Why is this controversial ?

 

I work for an ISP and have been seeing a lot of attacks over the last year
or 2 and have wondered at times if it would be good for me to report what I
see.  I just want to help fight this activity in hopes to go after those
doing it and to learn more about mitigating against it.
