One brave soul gave this thing a go and we've found that the thing will work if you send money from either another Paypal account or directly from your bank account, but no credit cards, there is a charge for that.
This was with the confirmation of payment I received from Paypal.
>Personal accounts may still accept an unlimited number of payments which are funded from the sender's PayPal account balance or bank account.
