Please allow me to generalize that statment toward its pragmatic intent: many viruses are carried by attachments. For the reason, among others, attachments are not allowed on responsible mailing lists.
If you do have something to share with the group thats can only be handled as an attachment, I remain happy to publish for you on the web.
