Hi,

I haven't done any portal, but can tell you about some options.

I think you need to first decide you Portal environment. Many companies have their 
products who give you ready made portals with extensive templates.

Microsoft's offering in this Share Point Portal Server. Similarly other companies like 
Epicentric, Broadvision, BEA also have good products for this. Most of these are also 
compatible with dot Net framework. 

Once you decide the product, then you can see other technical and software 
requirements from that product's documentation.

If you are not planning to use any of above off the shelf products, you may like to 
use ASP.NET starter kit that comes with a Portal Sample.
