Anand,
    
I presume that the function in the dll is used to get the lists[country 
list/state list] from the application variables and return the dataset. 
This function is called in your application and in this, you want to check 
whether the lists dataset is empty or not.
    
Going by the assumptions made above, use a try, catch in the function [in dll] 
to retrieve the lists and check the list count.. throw an error if it is 
zero and return a blank dataset.
    
Secondly, in the page that instantiates the dll, check if the dataset 
is blank and throw appropriate message.
