It happens for applications that are developed IN .NET framework 1 , but deployed in Framework1.1 . I think you might have altered the SmartNav.js file to avoid the sript error and replaced this file in the aspnet folder. Try not to do it . You can avoid this error using IFRAMES. Eventhough the SmartNav.js file size is 9K in both Framework1 and 1.1 , their content differs drastically ,because it is a protected piece of code and MS will change in any future versions.If you reinstall .NET framework 1.1, it will put back the original file and will solve the issue .
