For code, you WILL have to use the Outlook object as explained by Sitaram.   For the 
permissions, I think your error message very clearly gives the solution. You have to 
give the ASPNET user the rights for access to the file.   What I would do also is not 
write an ASP.NET app for this, coz I doesn't make sense for you to host this and ask 
your clients to go give permissions to files!   I would rather have this as a Windows 
application in case you are just putting it on a desktop or something.   Have you used 
the Yahoo! address book feature? They have a nice way of exporting contacts from 
Outlook to their database. Check it out.   Rgds Pandurang
