hi!! i think there is a way. create a virtual folder in IIS with write 
permission enabled. Then in the HTML view of the webform add the following code.
 
<input id="abc" type="file" runat="server">
 
Now, add the code below in code view of the webform and call this method.


    Private Sub saveFile()
        Dim filename, saveLocation As String
        Dim postedfile As HttpPostedFile
        filename = "new_name"    'The name with which the file shld be saved in 
server

        postedFile = abc.PostedFile
        saveLocation = Server.MapPath("files") & "\" 'The files folder is the 
virtual folder created in IIS
        postedFile.SaveAs(saveLocation & filename)

    End Sub
