Muthiah:            It seems, you are facing some problem with the 
BITS(background Intelligent Transfer Service)Downloader. 'The server understood 
the request, but is refusing to fulfill it' is a HTTP 403 error which means the 
access to the URL is forbidden. Check whether your web server is configured to 
serve the URL you are trying 
to access. Try to visit the URL using a browser and see if it succeeds.    This 
is because of some security tighetening implemented in the latest version of 
BITS (BITS 2.0) you may have experienced problems with Updater Application 
Block if you depend on implicit credentials to communicate with a server.

Even though there might be workarounds, we have changed the UAB code to fix 
the problem, but before posting it to the workspace, we'd like to find some 
volunteers to test it in their own environments, to make sure the solution 
works fine.    NOTE: I had same problem with BITS 2.0, we resolved similiar 
manner which i talked above, so we felt BITS has some pitfalls. finally we 
decided to use ISUS(Install Shield Updater Service) for our application. so why 
don't you try with ISUS, if you felt, it is not feasible for you.   Thanx,
