This is just the way Debian works. "stable" aka Wheezy is frozen, so
only bug fixes are allowed.  As we start getting closer to Debian
Jessie's freeze date, I'll start pushing out offical testing images.

But there's nothing stopping you from running:

sudo sed -i 's/wheezy/jessie/g' /etc/apt/sources.list
sudo apt-get update
sudo apt-get upgrade

Then you'll get systemd 204
