towards item [1] I think that something like "systemctl disable graphical.target" will stop it from booting into an x environment (for systemd inits). I don't know if "systemctl enable graphical.target" will start it up again or just re-enable it for the next boot. Maybe check a systemd guide for Fedora and try some of their commands (Systemd guidance is pretty sparse in the Debian world.)
