One other change from a UI point of view: when expressing a preference under <autopick/>, the updated design would use <group>name</group>, and name a user group rather than a system pool directly.

And then explicitly defer the following features:

- providing "Edit pool policy" as a permission on the pool (instead
limit it to the owning group)
- creating pools manually (rather than as part of group creation)
- selecting an existing pool as the group pool when creating a new group
- adding a system to multiple pools
- bulk operations on system pools (script the CLI or XML-RPC API for now)

One more deferred feature (counterpart to the above): the ability to name a pool explicitly in <autopick/> as <pool>name</pool>
