deployment of the Rio Grande do Norte refinery] The ceremony that will mark
the inauguration of the Jesus Soares Pereira Thermoelectric Plant (UTE
JSP/Termoaçu) and the deployment of the Clara Camarão Refinery, in Guamaré,
will be held tomorrow (09/19), at 12 PM, in Mossoró, Rio Grande do Norte.
The event, to be attended by president Luiz Inácio Lula da Silva, is
scheduled to be held at the Expocenter (Dix-Huit Rosado Events Center), on
the campus of the Semi-Arid Rural Federal University (Rodovia BR -110, km
47, Mossoró, Rio Grande do Norte).

The Jesus Soares Pereira Thermoelectric Plant, part of the Growth
Acceleration Program (GAP), is an important Petrobras project aimed to boost
the supply of electric energy in Northeastern Brazil and to diversify the
sources of power generation in the country. With the new refinery, Rio
Grande do Norte, already self-sufficient in all other derivatives, will also
be in gasoline. The plant will be installed in Alto do Rodrigues, in the Açu
Valley, 110 km away from Mossoró. The Clara Camarão Refinery will be
deployed at the Guamaré Industrial Pole.

Jesus Soares Pereira Plant

With a total investment of R$650 million, the unit is capable of generating
320 MW, more than half of Rio Grande do Norte's demand for power, which is
approximately 600 MW.  The plant will be interconnected to the basic
electric energy transmission grid at the Açu II substation, at 230 KV, and
will send its production to the National Interconnected System (NIS).

The thermoelectric plant has been authorized to operate commercially since
September 10. The generation of 320 MW will add 18% more power to the
installed capacity of the natural gas thermoelectric plants used to supply
Northeastern Brazil, which totals 1,770 MW.

Initially, the plant will produce power from natural gas extracted in Rio
Grande do Norte and Ceará, which currently produce 1.3 million cubic meters
of the product per day. As of December, the plant may also be supplied with
Liquefied Natural Gas (LNG), which will be sent from the LNG Regasification
Terminal of Pecém, Ceará. The reinforced supply will boost the unit's
electric energy production capacity.

As of the first quarter of 2010, when the Cacimbas-Catu gas pipeline, which
will interconnect the country's gas pipeline networks, goes online, the
plant can be supplied fully with natural gas produced in the basins in the
Southeastern Region. Generation will occur at the request of the National
Electric System Operator (NESO).

The Açu-Serra do Mel gas pipeline was built to supply the UTE-JSP.
Thirty-one kilometers in length and capable of transporting 3 million cubic
meters of gas per day, the gas pipeline is 14 inches in diameter and
interconnects the plant to the gas pipeline network that exists in the
region by means of the Gasfor. The Açu-Serra do Mel, a project which is also
part of the GAP, was completed in December 2007. Total investments were R$42
million and 200 direct jobs were created.

Some 100 employees are part of the team that will operate the UTE-JSP. At
the peak of the construction work, a total of 2,300 direct jobs, of which
1,100 held by workers from the Açu Valley and from other regions of Rio
Grande do Norte. The plant is a partnership between Petrobras (72.1%) and
Neoenergia (27,9%).

Clara Camarão Refinery, in Rio Grande do Norte

The new Rio Grande do Norte refinery will be deployed with the adjustment of
facilities that already exist in the Guamaré industrial pole, which already
produces LPG, diesel and aviation fuel, and, as of 2010, gasoline and diesel
at international quality levels (50 ppm sulfur content).

A tribute to Clara Camarão, the Brazilian native who led a group of natives
against the Dutch during colonization, this will be Petrobras' first
refinery to be named after a woman. Clara Camarão commanded a female
battalion that had decisive performance during the battle that was held in
the city of Porto Calvo, in 1637.

The Rio Grande do Norte market consumes 22.6 million liters of gasoline,
28.5 million liters of diesel, 7.1 million liters of aviation fuel, 7.6
million liters of ethanol, and 6 million bottles of cooking gas per month.
With a daily production of 4,500 barrels (715,000 liters) of gasoline (the
refinery will process some 30,000 bpd), the state, which is self-sufficient
in the remaining derivatives, will also be so in gasoline.  That is why
Petrobras decided to invest in a new unit which, during construction, will
generate nearly 1,000 direct jobs.

Since its deployment, $1.65 billion have been invested in the Guamaré
Industrial Pole. To produce gasoline and improve the quality of its
derivatives, another $191 million are expected to be invested there, for a
total of $1.84 billion. Rio Grande do Norte will have a modern refinery,
appropriate for the consumption of the main oil derivatives, which are
fundamental for the development of the state.
